Development Cost Charges (DCCs) are fees set by the District to recover the financial costs of development. DCCs are paid by developers and builders to the District at the Building Permit or Subdivision stage. DCCs recovered from developers are used to pay for growth related, infrastructure projects such as sewage collection & treatment, drainage facilities, major road upgrades, and new park acquisitions and improvements.
DCC rates are established in the Development Cost Charge Bylaw as approved by Council. The DCC bylaw was updated October 2023 following a review in late 2022/early 2023. During this review, Council assessed the rates to ensure they are in line with the current costs of development and construction. Doing so ensures that the District has the funding to provide infrastructure that meets the needs of development in our community.
As part of this update and review, key stakeholders including land developers and residents were encouraged to provide feedback to the District through a public meeting and online survey. Please visit the background documents to learn more about the who, what, when, and why of DCC's.
